Procom is seeking a recruiter with a proven track record in government recruiting to join its growing Ottawa consulting team.  As a Government focused recruiter you will be involved in managing the complete recruitment cycle and assisting Procom’s client’s in identifying top talent for their business needs.

Profile of an excellent candidate

  • A proven capacity to manage and deliver the full life cycle of recruiting responsibilities, including but not limited to, sourcing, screening and interviewing candidates, developing references and managing salary negotiations
  • Strong knowledge of Federal Government procurement practices and commonly used IT consulting procurement vehicles.
  • Strong ability to complete candidate matrixes and scoring candidates to verify compliancy of submissions.
  • A track record of proactively developing relationships with passive and active candidates using a variety of methods, including cold calls, emails and referrals.
  • Utilize internal and Internet databases to source and identify candidates for current and future needs
  • Demonstrated competence in using in using cutting edge recruitment methods and tools in order to remain at the forefront of the recruitment industry and deliver the best possible experience to Procom’s clients and consultants.
  • Knowledge of the IT labour market and the ability to communicate trends and recruitment challenges to internal and external stakeholders
  • Working knowledge of IT systems and technologies and the ability to translate client technical requirements into a targeted consultant search strategy
  • Working experience with an applicant tracking system (CRM, Taleo, Bullhorn, MaxHire, PC Recruiter, etc)
  • Experience in recruiting consultants for complex ERP opportunities, including PeopleSoft, SAP and ectera

Skills and Knowledge Required

Interesting times lie ahead for Procom’s Ottawa office

 While the effects of the recession are still in full force for the Ottawa IT market, some of Ottawa’s private sector companies are continuing to grow while others are still downsizing.  Ottawa’s unique blend of public and private sector IT business has helped mask the true effects that the recession has had on the city.  The large Government presence in Ottawa has continued to push forward with new IT projects but it has also begun to cut the budgets on some existing projects.  This has caused many IT consultants who were supporting projects to be back on the market looking for new contracts.

Labour market conditions in Ottawa have been fluctuating recently due to outside factors changing the shape of IT contracting and the vision of IT projects.  Many of our clients continue to push for contracting rate reductions as they look to get more production for less money these days.  The swine flu craze has caused the Government to throw more money at this issue which has forced them to create new projects and initiatives in the on-going effort to combat this issue.  We are continuing to experience growing pains with Government procurement methods as the push for full TBIPS compliance by all Government departments changes the landscape of procurement into the Government. 

Over the last few months we have seen increased levels of IT positions as Government employees returned from summer vacations and started getting their Q3/Q4 projects underway.  Over the last few weeks we have seen many departments looking to hire consultants prior to the Christmas break in an effort to staff their projects and hit the ground running as we enter 2010.

The Procom Ottawa office is really looking forward to sinking its teeth into the public sector once 2010 rolls around as many Government departs will look to spend their remaining budgets prior to their fiscal year end.  As we have seen many projects begin prior to the holidays we expect to see many supporting roles emerge following the holidays as our clients look for the go-to resources they are going to need to make these projects take flight.

Understanding the Government of Canada contracting game…

Often in ones professional career, an individual may need some event to take place that pushes them to start or try something they have always thought about. Tough economic times will offer some of those people the opportunity to branch out and try something they have probably thought about doing for a while.

I have spoken to several individuals lately who through their own actions or their employers actions, have found themselves in a position to start their own professional ventures (mostly starting their own consulting practice). While this is an exciting step in the careers for many professionals, it can also be a difficult and frightful one.

Since the Ottawa market is obviously in a bit of uncertainty these days, many of these new ‘consulting professionals’ are looking to break into the Government world as the Government is obviously the most stable and biggest spending organization Ottawa has to offer during this time. However if you have never contracted into the Government there are a few things you should try to do before you tackle that market space.

The first step is to obtain a security clearance. These days it is almost impossible to get a contract with the Canadian Government without a security clearance. They run from Level 1 to Level 3. Level 2 and Level 3 require more personal information and can take 8 months (or more) to be processed so starting early is not a bad thing. I would recommend that candidates obtain a level 2 (also known as ‘secret’ level) clearance as some of the major departments (DFAIT, DND, Health Canada, etc) often require this level of clearance. Level 3 clearance is almost never required unless working on top secret projects for organizations such as CSIS or DND. Candidates can obtain a clearance via the following URL:

 Secondly, candidates should wrap their head around the whole procurement process that exists in Government contracting. Candidates should be aware that contracts valued under $25000 can be directed to an individual without going to a competitive process. Anything valued over this amount, must go to a competitive process and will likely require the assistance of a staffing firm who has procurement vehicles into the Government. Unfortunately, candidates can not simply walk into a Government department and get hired on as a contractor (as can be done in the private sector).

Thirdly, candidates should be prepared to tailor their resume for each position they apply for, as well as be prepared to complete a skills grid. As mentioned in an earlier blog post, the Government values metrics and the ability to justify why they chose candidate ‘x” over candidate ‘y’, which is where this resume work comes into play. Candidates should be submitting resumes that reflect the requirements for each position they are applying for. This resume along with the skills grid will increase your chances of landing your desired contract.

As more people look to Government contracting over the next while, understanding how the process works and how to achieve the success you are looking for is crucial for any successful consultant.
